Hi Seb,

This is surely possible.

In the ressource section add the following line:

<res src="%yourpath%/TargetPathWin.txt" id="TargetPanel.dir.windows"/>

where %yourpath% is the path that leads to the TargetPathWin.txt file

Only thing left is to simply put c: in the first line of your 
TargetPathWin.txt file.
