[izpack-devel] CompilerConfig

I just backed out the changes until we can talk about the implementation
some more.

The deprecation was to address an issue in not getting back the correct
value (see the bug below), but you're right in that 1.3 support would be
lost, and that would be a major decision.  Looks like .toURI was added to
1.4 and just for reference toURL() was added in 1.2.  If there's no chance
of encountering the bug then it's not big deal, we can live with a
deprecation message on build.
