Hi Patrica!
Microsoft Windows Vista has the UAC. For more details see

http://en.wikipedia.org/wiki/User_Account_Control. If you use a .exe file
for installation, and you do not have enough rights, you will have problems.
But, you can start .exe files as administrator over the context menu (right
klick on the .exe file). I did also determinate, that there is a different,
from which place I run the .exe file, and on which destination I want to
install my files.
I also think, that you would better use Java version 1.6.0 update 04 under
Windows Vista instead of an old 1.5.0 version.
And I also think, that its better to use the same .jar file installer for
every platfrom, and if you dont need any special solutions, you should not
use the Windows registry. I had rights problems with the registry also under
Windows 2000 and Windows XP with my old installer software. I try to find
solutions, that work on al systems, without any os specific modification.

Ive written an installer for our Java product and recently discovered that
the installer doesnt work on Windows Vista or the MAC (we havent tried it
on Linux).
Im new to installers in general so I dont understand some of the verbiage
used in the posts. Such as
Please note that under Windows VISTA, a user rights escalation
may be required to install to Program Files. setup.exe should be recognized
as an installer by the operating system, resulting in the escalation being
offered to the user.
The same error message pops up when our product is installed using the
Izpack installer on Windows Vista and on the MAC OS:
java.io.FileNotFoundException:
/System/Library/Frameworks/JavaVM.framework/Versions/
1.5.O/Home/lib/ext/jsrl73_1.O_api.jar (Permission denied)
The file path maybe different but still the same permission denied error.
Does the reference to setup.exe mean that I should name the installer as
setup.exe instead of a .jar file?
